As long as they don't actively downtag "competing" [create VOIP] traffic, the incentive to keep "best effort" fairly good indeed will be pretty high, lest they desire to triple their customer complaints handling capacity ... Furthermore, as new coding schemes appear, VOIP is going to take less and less bandwidth anyway.
