I'm sure such a proposal would require a give and take relationship in which each party involved could trade something of value for the effort. In the fishes case, I would guess a formal introduction to Ellen DeGeneres might suffice.

Never please forget the single most important parties in this are the so called European national entities respectively their administrative, political and scientific national elites. Now try to imagine the currency of the proposed give and take. Hard. It isn't really. Only long.
